Sanctioned hockey in Canada means that association's that are governed under hockey Canada. Unsanctioned refers to any hockey league or association that is not governed by Hockey Canada.

A player can play games and attend camps for unsanctioned leagues BEFORE September 30th of that same season without facing a penalty.
What ages are eligible to play?
Any player is eligible between 16-21. Teams can carry a max of 14 21-year-olds and 5 15 year-olds. The cut off is December 31st of that same season.
